OFFICER SHIRLEY, CORNELL POLICE, BARTON HALL
Reported receiving a complaint from a staff member that a stenciled graphic of a dragon was painted in blue on the west panel of Booth three. The incident occurred between 1700 hrs. on 03/13/02 and 0730 hrs. on 03/14/02. The report is closed exceptional clearance.

<---"closed exceptional clearance" means: Identity of the offender is known and there is some reason outside the police control for not arresting, charging, and prosecuting the offender. THIS is why they keep spray painting those damn dragons all over campus - they don't get in trouble for it!
